obama and vice president biden released the administration's plan to reduce gun violence through new legislation and executive action. i was honored to be at the white house earlier today for that release and i can tell you that the administration clearly listened closely to the recommendation which the mayors have offered. the nation's mayors urge congress to give that report full consideration and to move swiftly forward on the legislative action it requires. we know preventing gun violence whether it is a mass shooting on a school or murder on a street corner will take more than just strengthening our gun laws. we need to reverse a culture of violence in our nation so violent acts are not the first response of settling a difference or compensating for a wrong. we need to fund our mental health system so we can identify troubled individuals earlier and get them the help they need. lastly, in addition i personally support the creation of a national commission of domestic terrorism, violence, and crime in america. it will examine issues and put promises on what government can do on a

accommodation for transition. the goal of the obama administration, the goal of the international community is to effect some kind of orderly transition. it is complicated by the fact that now second to envoy has been engaged, and both have found entrances on the part of the opposition to be able to negotiate a departure. the russians have indicated, i have had personal conversations prior to being secretary, that indicated a russian willingness to see president assad leave, but they have a different sense of the timing of that. my hope would be if confirmed in when i get in there that i would have an ability to really take the temperature of these different players and get a sense of sort of where it is. but we have to increase, i think, the ability of the opposition -- strike that. we have to increase the readiness of president assad to see the handwriting on the wall, to be able to make the judgment here that will save lives and hold the state together in a transition period >> thank you. if i might in closing, these diplomatic efforts need to continue, but we also face a very narrow win
